Missing Person Search non-emergency

Hello
Are there commercially available data bases that are helpful in the search for a person who has left the United States to relocate to Canada and has not contacted their family in over 4 years however there is no indication of foul play or that the person is in danger? Simply cut off all ties to family. The mission is to do welfare check and report back to family.
