Help prove council is committing fraud and obstructing healthcare and intentionally causing distress to resident

I am on disability, former firefighter and previously film industry and artist, head injury on disability.
Long story short, due to the local council, a neighbour below me was not listened to and suffered an overdose, but before he died his drug parties caused so much noise the older lady in the flat above me fell and was trapped in her bathroom for three days and when discovered died in hospital. The drug parties blocked out her bangs for help and the gentleman in the middle a former firefighter couldn’t hear the calls for assistance clearly from the three day drug binge.
Then after both of these person died the council put in an autistic child and his father in to the top flat, and so now we have myself and the autistic child with disabilities.
I have a complicated pituitary condition and other disabilities which if I have a shock, illness or extended emotional, psychological or physical stress I can suffer from an adrenal crisis, go into a coma and if not receive an emergency injection die.
More to it but basically it’s not the autistic child’s fault, his fathers or mine but the child harasses me through the floor 24/7 banging on the floor, stamping, slamming cupboard and doors, starting from when he shouted “Who are you” several times through the floor. He’s been obsessed with this scenario ever since, I can’t sleep as it’s also a sick building, as soon as I drop of I’m woken or I never get to sleep and it can be for days.

Everyone from the Police, to my various Drs and specialists have been informed that the autistic child and his father are not there any more, which is bizarre as it’s the same voices and the same attacks with items against the floor and mostly through the night, it’s his footsteps when he runs and other signs. I keep bringing up it doesn’t matter who it is I just need it to stop for medical reasons and the housing officer and other council officers all say they aren’t there anymore, which is very bizarre as I then state I want whoever is in there to stop.

They don’t respond they just state at other occasion no action to be taken.

I have witnesses to the behaviour and recordings which have all been supplied to the council and they just refuse to respond.

I’m medically struggling and been put in hospital once and suffered years of being mostly bed ridden form headaches and pituitary issues directly due to the residency here and the councils intent to cover up there failings which included a woman suffering for three days before being taken to hospital and dying. If the family knew the details the council may have an issue but this includes other factors as well so it is their best interests to take my PTSD from the Fire and Rescue Service and time in America with gun and family police related incidents that it’s best if I am discredited by appearing delusional.

Anyway, I’ve realised I have recording s and I’ve written diaries and all I need is for a way to prove that these two residents, father and son, are sharing with at least two other if maybe three other persons the flat above me, this will show the councils intent to commit fraud and misinform medical professionals who’s care of myself coukd and is affected by the information the council manipulated.

I’m being railroaded and slowly buried by a council who stood up against when people started dying and now for my honesty I’m being tortured. Forced into sleep deprivation, headaches daily and nightly that can be mild (for me) to extreme cluster headaches, physical and psychological emotional pain from PTSD flashbacks to RTC’s and other incidents. The noises that are ASB trigger my audio triggers for incidents and much much more, the youth and father are under stress trying to stop the constant obsession to communicate ? As he won’t stop following me around three rooms and banging, tapping, knocking permanatly, I’ve had this for years stuck in here, I used to be disabled but active now I’m slowly rotting trapped and I can’t leave if we’ll enough as I have two cats that are constantly terrorised and stresssed but the child ps behaviour who also never leaves the flat, ever, he’s been stuck in there for years.

If anyone wants to help prove this, to bring down a corrupt council and definitely several housing officers who are being intentionally fraudulent and putting my life at risk, trapping me in here for years, when the drs pushed the council then said they had really moved this time, but they are still there, so I think the council have managed to have them move on two different occasions to try and push away Drs and others who are getting concerned that maybe the council have broken the law and are now silencing those who can bring it out into the open.
please how can I definitively prove in such a way that I have evidence of their presence in the flat that can stand up to any court questions.

I can hear there voices and family have been here and seen me being harassed constantly by the teenager banging the floor over my head, and following me.

If anyone what’s to help bring down a council and expose them please let me know as these people have gone beyond reasonable, people have died and they just carry on and now because they mucked up and caused two people with disabilities that worst to put together for the health of both we are all suffering and the council social services just keep shutting us up, not letting him move and blocking me from moving, refusing help and blocking my healthcare, spreading fraudulent statements to official & professionals who want ot assist me and get me my health back, reduce the harm and the risk to my life.

If a team want to teach these people a lesson please le me know, I totally understand if this is doubtful but I can show you the letters from the council who say they’re not there and then by checking yoursleves you can see they are there and this is the best way I can think of to bring down these lies and show the town what there council is doing and all those who feel or suspect they’ve been railroaded by this council can stand up and push for investigations, as when I started out in this path I was told to be ready for a fight as this councils crooked.
